This is a trial phase for India-Nepal relations, as bilateral relations between China and Nepal are entering a new phase. The Silk Road initiative has been a key opportunity for China to bring its relations with South Asian nations to a certain level. It therefore becomes important for India to strengthen its civilizational relations and prioritize the only real path forward – neighborhood first. Every year, China awards scholarships to no more than 100 Nepalese students studying in China. In addition, the Chinese side has been offering Chinese language training to 200 tourism entrepreneurs (40 per year) in Nepal for the past five years, as agreed between the two sides in March 2016. To date, 120 Nepalese tourism professionals have completed a 6-month Chinese language training, 40 professionals in 2016, 2017 and 2018.  At a meeting between Chinese and Nepalese officials on April 25, 2008, the Chinese delegation announced its intention to extend the Qingzang train to Zhangmu (Nepal: Khasa), on the Nepalese border. Nepal had requested that the railway be extended to allow trade and tourism between the two nations.
